Professional Communications between Current & Future City Managers

In June 2015, trainees of the Presidential Program “Municipality Development Administration: Technologies to Form Sustainable Comparative Advantages” within the specialty “City Management (Municipality Administration)” have attended practical workshops delivered by top managers of various units of the Astrakhan City Administration, including Ms. Elena Simeonova (Chairperson of the Astrakhan City Council) and Mr. Oleg Polumordvinov (Head of the Astrakhan City Administration).

During the business visits, models of HR policies, formation of the revenue part of the city budget, arrangement of activities to be performed by dwelling buildings management companies, and technologies of operational administration of housing facilities have been under consideration.

A master class by Mr. Victor Korzhenko, Head of the City Directorate of Housing Facilities Administration, has been of special interest for the trainees. Mr. Korzhenko has not only told them about activities performed by his Directorate, but also shared his own know-hows in this sphere.

All the trainees agree that their training program is an efficient combination of theoretical and practical classes, as it spans the whole range of issues that heads of municipalities have to face while performing their everyday activities. Their assessments of professional experience gained by Astrakhan State University in education of future city managers have been very high, and they have said that the delivery of this program at ASU should certainly be continued.
