Astrakhan State University Presents Its Development Programme up to 2023

The main promising areas of the university’s activities for the next five years were outlined by Elina Polyanskaya, First Vice Rector and Vice Rector for Strategic Development, at a meeting of the Academic Council.

The programme is based on the priorities, determined by the Presidential Decree “On National Goals and Strategic Tasks of the Russian Federation for the Period up to 2024”, the national projects “Education” and “Science”, the Strategy for Scientific and Technological Development of Russia and the National Technology Initiative. It is developed with regard to existing needs for training of highly-skilled professionals for the economy and social sphere of Astrakhan region, Southern Russia and the Caspian Sea macroregion, as well as for promising investment projects.

The mission of Astrakhan State University is formulated as follows: facilitation of the sustainable development of Astrakhan region and the Caspian Sea macroregion on the basis of gaining and dissemination of advanced knowledge, development of human resources and proactive training of the intellectual elite for society, generation and transfer of scientific knowledge and technology, preservation and multiplication of spiritual values and traditions.

Developing the HR potential of ASU is of crucial importance for implementation of all the outlined areas. The university will keep running continuous advanced training and professional retraining programmes for teachers and researchers, creating conditions for professional growth of talented youth among the university employees and alumni, forming a labour pool and introducing a system of stimulation of efficient scientific and pedagogical activities of the university’s staff, including through grant support.

ASU Acting Rector Konstantin Markelov noted that the programme would need constant transformation in line with changing conditions of development, but of course, the basic performance targets must be fixed. He proposed to adopt the project as a basis, to supplement it with proposals from ASU subdivisions and eventually to approve a final version at the general conference of the university’s staff.
