ASU Keeps Implementing All Partner Agreements Despite Sanctions

The fact that the rector of Astrakhan State University was put on the sanction list signed yesterday by the president of Ukraine did not affect the work of the university in fulfilling its obligations to the international educational community.

Konstantin Markelov and Aleksandr Lunev, along with three other rectors of Astrakhan universities, are mentioned in Volodymyr Zelenskyy’s decree on the imposition of sanctions against Russian higher education institutions and their management.

According to the document, personal sanctions include freezing of assets, prevention of capital transfer abroad, suspension of fulfillment of economic obligations, prohibition to participate in privatization, prohibition to transfer technology and intellectual property rights, refusal to grant visas and other prohibitions on entry into the territory of Ukraine, withdrawing of state honours of Ukraine, prohibition on land acquisition.

“All sanction restrictions does not affect the activity of Astrakhan State University in the international arena. The friendly relations that have been developed for years and even decades, a wide partner network will remain the same regardless of the political decisions of the Heads of State and the economic restrictions imposed on particular persons. ASU will continue to fully implement partnership agreements, the main purpose of which is to ensure a high-quality educational process and scientific activities together with colleagues from other countries,” Angelina Fadina, the ASU Vice-Rector for the International Activities comments on the situation.
