International Law Experts Discuss Issues of Caspian Sea Security at ASU

Section “Integrated Security of the Caspian Macroregion in Digital Era” was held at Astrakhan State University as part of scientific forum “Caspian Region 2021: Sustainable Development Trajectories”. Participants of the section talked about the economic, environmental, political and digital aspects of this phenomenon.

In their report, Head of the ASU Department of International Law Tatyana Goverdovskaya and teaching assistant of the department Laysyan Krainyukova highlighted the issue of cyber risk management in the maritime space of the Caspian region. The report analyzed in detail the current state of the maritime cyber risk management system, the legal framework of international agreements, both universal and regional, adopted in this area to this date.

It was recommended to develop and approve an additional protocol to the Agreement on Security Cooperation Between Caspian Region States that will be dedicated to consolidation and legal regulation of cyber risk management in the maritime space of the Caspian region.

Summing up the results of the meeting, its participants emphasized that such large-scale scientific events and creation of such platforms, involving experts from various fields that are united by a common goal, reflect best of all the principle of “multistakeholderism”, one the basic principles of organization and functioning of the cyberspace, stating that decisions shall be accepted taking into account the opinion of many stakeholders.
